的 Augmented 冬季避难所 program (AWSP) is a subset program of WSP as it provides low-barrier, 安全, 和 supportive emergency shelters for individuals experiencing homelessness but is "activated" during severe cold 和 wet weather conditions also known as inclement weather. 的 program aims to protect individuals from contracting hypothermia, 肺炎, 和 any medical or health-related conditions induced because of extreme cold 和 wet weather.

的 Office of Emergency Management monitors forecasted weather conditions 和 coordinates with various stakeholders that assess 和 determine if activation of the Augmented 冬季避难所 Program is necessary to assist unsheltered individuals experiencing homelessness to come indoors, such as when the Los Angeles 县 Department of Public Health issues a Cold Weather Alert or the National Weather Service forecasts weather with the following conditions:

• 的 National Weather Service (NWS) forecast calls for three (3) days of low daytime temperatures accompanied by night wind chill temperatures of 32 degrees or less
• 的 forecast calls for 1 inch of rain in 24 hours
• 的 forecast calls for three (3) consecutive days of 1/4-inch rainfall or more accompanied by temperatures at or below 50 degrees
• 的 National Weather Service (NWS) issues a flood watch or warning
• Conditions not previously identified by the plan but for which it would be prudent to do so based upon critical need
